Split docker.yaml into ci.yaml (PR plus push: format, lint, test, build, desloppify health) and deploy.yaml (push main and tags only: image plus deploy). Deploy chain no longer listens to pull_request. Added missing test step, explicit deploy guard, deploy concurrency.
