## Usage Rules
1. Keep section headings stable so tools can parse quickly.
2. Replace placeholders (`<...>`) immediately; avoid leaving TODO placeholders in active projects.
3. Keep IDs stable once created.
4. Keep core files concise and route history to ADR/log templates.
